Canada issues COVID vaccine mandate which blocks unvaccinated truckers from crossing Canada border. Initially the Canadian government released a statement, that a vaccine mandate for truckers crossing into Canada from the US would be implemented late January 2022. The CBSA then released a statement on Wednesday Jan 12, saying the mandate would not come into effect due to industry push-back. However Saturday they quickly reneged, and the next day issued a press release stating the border regulation would go into force this weekend after all.
Canada’s new public health policy which blocks unvaccinated truckers from entering Canada, is championed by Prime Minister Justin Trudeau, and doesn’t only apply to truckers, nor only to those from the US; it applies to nearly anyone crossing into Canada that is a “non-essential worker” and even some individuals such as truckers that were once classified as “essential workers”.
Ultimately the new trucker vaccine mandate, in combination with changes to existing border public health policies, effects the vast majority of individuals coming into Canada. Though the CBSA stated there are exceptions, they are just that…exceptions…and not the rule.
The public health policy by Canada to block unvaccinated truckers, is the first of it’s kind taken since the pandemic start, which could limit cross-border trucking traffic, effecting the import of Goods and services into Canada. The policy puts stress on supply lines, already under enormous strain due to the pandemic. Prior to this new mandate, trucks were able to cross the border freely, even when it was closed for 20months, because they were declared “essential workers” to keep supply chains flowing.
Trade associations on both sides of the border had lobbied for a delay on the trucker vaccine mandate, stating it could exacerbate issues with supply lines, which were already strained due to worker shortages caused by the COVID-19 pandemic.

Industry Experts Issue Warnings | Canada Blocks Unvaccinated Truckers
The CTA and other industries warned that the Canada mandate which blocks unvaccinated truckers, would lead to lay-offs and staff shortages. The CTA estimated that 16,000 or 10% of cross-border drivers could be effected, however the Federal government published a more conservative estimate of 5%.
Industry groups have stated the mandate is a bad move, considering the Bank of Canada is eying it’s first interest rate increase since Oct 2018. Supply chain disruptions drove Canada’s headline inflation rate to an 18-year high in November, and the Bank of Canada has signalled that it could hike it as soon as April.

Experts have stated “We don’t anticipate significant disruptions or shortages for Canadians”, however I have a less optimistic view of this mandate and it’s potential to effect supply chains across the nation. Derek Hold VP of capital markets economics at Scotiabank, showed his support for the un-Canadian vaccine mandates, arguing there is a bigger price to the economy without the vaccine mandate:

While other experts, disagreed stating Canadians will see a tangible negative impact from the trucker mandate:

Many unvaccinated truckers “are already starting to quit” according to CTA president Stephen Laskowski, which only makes it worse for an industry that is already short around 18,000 trucking drivers; the amount required to ensure smooth operation of supply lines.
As much as 26,000 of the 160,000 drivers who make frequent cross-border trips to freight in goods, will be sidelined as a result of the mandate, adding further bottlenecks and potential price hikes to the flow of imported goods ranging from food to auto parts and medical devices, according to the Canadian Trucking Alliance and the American Trucking Associations.

The PMTC Has issued a press released two press releases: one explains the Canada border vaccine mandate implementation, the second expresses iPMTC’s concern over the Canada mandate which blocks unvaccinated truckers:
“The PMTC has concerns about the effects the upcoming border vaccine mandates for essential workers are going to have on an already fractured supply chain. With the support of your board of directors, we have reached out to officials on the Canadian and US side of the border and encourage you to do the same. Feel free to use some points from the attached communications if you wish, as well as the stats from the survey. You do not need to have a trucking fleet to express your concerns. The federal Conservatives and trade groups who represent oil, manufacturing and export companies had called for a delay to the trucker vaccine mandate, announced Nov. 19 2021. According to the PMTC, and a recent survey they conducted, the industry will lose around 26% or 31,200 drivers but could have lost less had the mandate been delayed as requested:

Judging by these number it’s safe to say the Canadian government is underestimating the negative impact this un-Canadian mandate will have on the trucking / freight industry and how that will effect Canadians, including the availability of certain goods and services; such as fresh produce, in Canada.

Steve Bamford, chief executive of Bamford Produce, an importer and exporter of fresh fruit and vegetables based in Ontario stated fresh produce will be impacted:
“Everyone has been talking about inflation. And this is just going to continue to fuel that,”Steve Bamford, chief executive of Bamford Produce, an importer and exporter of fresh fruit and vegetables based in Ontario.
And said the cost of fruit and vegetables from the US, such as those from California and Arizona, already doubled during the pandemic due to existing driver shortage. Noting that fresh foods are more sensitive to supply chain problems because of their rapid expiration during freight.
In Canada by Nov 2021 food prices rose 4.6% from the previous year, the largest jump in over seven years; fresh produce saw an even greater price rise due to higher shipping costs.

I have to agree…The Canada COVID-19 vaccine mandate, which blocks unvaccinated truckers from crossing the border into Canada, is the wrong choice at the worst time…why would you want to put stress on vital supply lines, during a difficult time when the Canadian economy already faces severe consequences from pandemic public health measures? These actions will serve no other purpose than to exacerbate damage to the industry and the Canadian economy.

Heidi Boudreault, president of the Canadian Kitchen Cabinet Association, has stated her members are struggling to find alternate sources of supply as backlogs build and bottlenecks contract; clear proof that this border vaccine mandate is already having a negative impact on numerous Canadian industries that rely on imported goods.

The cost of laminates rose 10 to 20 per cent over the past two years, with wood products and painting supplies also more expensive, she said. Components for kitchen appliances and plumbing fixtures, which her company sells as well, are increasingly tough to source.

Implementation of Border Vaccine Mandate – Canada Health Ministry and CBSA Issue Statements | Canada Blocks Unvaccinated Truckers
Canada’s border services agency CBSA, unvaccinated truck drivers who are not Canadian would be turned back at the border starting on Jan. 15, possibly causing delays at the crossing. Canadian drivers will be allowed back into the country, but will be required to quarantine for 14 days.
“Effective January 15, 2022, 00:01 (EST), some foreign national travellers who were previously allowed to enter Canada without being fully vaccinated will now be required to be fully vaccinated in order to enter Canada. There will also be changes to testing and quarantine exemptions for certain travellers, regardless of citizenship, entering Canada.”Canada Border Services Agency (CBSA)
Vaccinated drivers will be allowed in and allowed to skip a pre-arrival molecular coronavirus test, the agency said.
I find this discrimination lacks a scientific basis…considering many public health experts have testified that, the experimental vaccines don’t prevent infection or spread of COVID-19. If anything the mandate should require all individuals regardless of vaccine status, to be tested before being permitted to cross into Canada.
This is Just another example of why science should not be politicized…politicians should leave the science, to those with a relevant degree. The Canada COVID vaccine mandate which blocks unvaccinated truckers, is simply not based on sound science.
The Canadian Governments poor handling of initiating the mandate
The Canadian government said on Jan 12 that the mandate would not be put into effect, but then back tracked and issued a notice that the mandate would in fact be applied. The statement was released following a consult with the Public Health Agency of Canada, which stated truckers would retain their vaccine exemption beyond Jan 15:

“Unvaccinated, or partially vaccinated, Canadian truck drivers arriving at the border (would) remain exempt from pre-arrival, on arrival and post-arrival testing and quarantine requirements as crew members.”Public Health Agency of Canada Jan 12 Press Release
It also stated that the United States would require Canadian truckers to provide proof of vaccination to enter that country beginning Jan. 22.
This lead to numerous big-rig (freight) haulers; some of which were unvaccinated, to be dispatched and end up stuck at the Canadian border, said the Private Motor Truck Council of Canada (PMTC), which caused confusion and ultimately lead to a huge industry wide disaster.
“It’s created a whole disaster…Governments are supposed to provide clarity and calmness, and what has gone on… provided nothing but chaos and confusion.”PMTC President Mike Millian
The quarantine will leave truckers, who are typically paid by the mile, out a paycheque, said Millian, whose council represents companies with in-house fleets including Loblaws and Home Hardware, as well as many that import oxygen supplies for medical use in Canadian hospitals.

The Canadian Government reps failed to offer an explanation for the incorrect communications emailed to media Wednesday night. They simply said that the “biggest threat to our supply chain is the COVID-19 pandemic”:
“The health and safety of Canadians is our priority. The biggest threat to our supply chain is the COVID-19 pandemic and the best tool to end the fight against this virus is vaccination,”Marjolaine Provost, spokeswoman for Health Minister Jean-Yves Duclos
“For the long haul, there would be a net benefit to maximizing vaccination in mobile people. But at the moment is it something where you’re going to see a big, measurable difference across the board? Not exactly right now,”Dr. Lynora Saxinger, an infectious disease specialist at the University of Alberta
I find that quite humorous, considering through the entire 2 years this pandemic has been around, supply lines have done just fine, without COVID-19 gene-based vaccine mandates on truckers…Already the implementation of this mandate and the poor handling therein by the Canadian Gov’t, has caused an industry wide mess. You are essentially reducing the amount of truck drivers to freight in imported goods, when they are already in short supply.
The Public Health Agency of Canada did release a statement showing the controversy of the mandate among govt officials deliberating it:
“The measures have been the subject of several engagements with industry stakeholders in advance of the Jan. 15 coming into force date. In the case of truck drivers, this included meetings with industry and labour associations,”Eric Morrissette, a spokesman for the Public Health Agency of Canada,
And Conservative transport critic Melissa Lantsman highlighting Prime Minister Trudeau’s, participation in the trucker vaccine mandate disaster:
“It’s clear from this reporting that Mr. Trudeau mislead Canadians when he said it was ‘miscommunication from an official’ that lead to this flip-flop,”Melissa Lantsman, Conservative transport critic.
Regardless the Canadian Govt seems to think they handled implementation of the mandate well, and that it will all be for the best:

In fact I would argue the biggest threat to Canada’s supply chain, is Government bureaucrats implementing draconian un-Canadian mandates on it. This Canada vaccine mandate which essentially blocks unvaccinated truckers, has already effected supply lines, more than the previous 2 years of COVID-19 pandemic in Canada. The virus isn’t the problem, the people managing it are.
AN order-in-council essentially lays out decisions made by cabinet on how regulations are to be applied.
The miscommunication regarding the trucker vaccine mandate, went beyond one official or department, it stemmed from confusion among numerous officials, over whether a key government order-in-council on COVID-19 mandates covered truckers or not; dictating if they’d be exempt.
The key order-in-council was misinterpreted as showing the policy on truckers being exempt remained the same, however this was wrong as the Canadian govt intended the exemption to end.
One could call it a political blunder…
What does this mean for unvaccinated truck drivers and non-essential workers?
The end of exemptions for truck drivers and other non-essential workers means if you are not fully vaccinated you must undergo a two-week quarantine and pre-arrival molecular test for COVID-19; both of these conditions are skipped for “fully vaccinated” travelers.
If you fail to complete a pre-arrival test and proof of vaccination via the ArriveCan app or web portal, you could be fined, according to Alexander Cohen, spokesman for Public Safety Minister Marco Mendicino.
Returning truckers who are unvaccinated must quarantine “immediately” after making their delivery, however the gov’t states that definition is flexible:
“A driver may deliver their load in Alberta but live in Ontario, so they’ll be able to stay at hotels along the way so long as they abide by the local guidelines,”PMTC President Mike Millian
“Officials have clarified that a suitable place of quarantine does not include the cab of a truck and must be done at a verifiable address,”PMTC Website
In other words the measures in the Canada vaccine mandate, blocks unvaccinated truckers from entering Canada, because all of the requirements make it nearly impossible for a trucker to preform his job in a timely fashion, which is essential in the industry.
Check if you qualify as a fully vaccinated traveler
On the Canada Gov’t website travel.gc.ca it states “Travelers are eligible to enter or return to Canada if they qualify as a fully vaccinated traveler.” meaning there is no test-or-vaccinate policy; you must be vaccinated to cross into Canada, unless of course you are one of the rare exemptions.
The Canada Gov’t has also issues a “Global travel advisory”:
“Effective December 15, 2021: Avoid non-essential travel outside Canada, regardless of your vaccination status.“travel.gc.ca
Although this article focuses on the effect of the Canada mandate which blocks unvaccinated truckers…the fact is that this mandate effects all foreign persons crossing into Canada. They have a multiple-choice test you can complete to “Find out if you can travel to Canada” as a foreign national.
To qualify as a fully vaccinated traveller to Canada, you must:
- “have received at least 2 doses of a vaccine accepted for travel, a mix of 2 accepted vaccines
- or at least 1 dose of the Janssen/Johnson & Johnson vaccine
- have received your second dose at least 15 calendar days before you enter Canada
- Example: if your second dose was anytime on Thursday July 1, then Friday July 16 would be the first day that you meet the 15 day condition
- have no signs or symptoms of COVID-19
- follow pre-entry testing and entry requirements
- upload proof of vaccination in ArriveCAN
- complete your ArriveCAN submission and and have ArriveCAN receipt with letter I, V, or A beside your name
- complete arrival test and quarantine if selected
- monitor for signs and symptoms of COVID-19 for the 14 days after entry into Canada
- if you have symptoms of COVID-19, seek advice from local public health”
It’s All Omicron’s Fault!
Health professionals are encouraging vaccine mandates across sectors in the long term as the Omicron variant continues to surge; Omicron is the entire basis for the Canada vaccine mandate which blocks unvaccinated truckers from crossing the border into Canada.
This is despite many experts and studies stating omicron has extremely low rates of hospitalizations and low mortality, symptoms are usually very mild, and it could very likely lead to the end of the pandemic…by providing everyone with natural immunity, without the risk of hospitalization or death:

Economic and Mental Health Impact of Canada’s Draconian Public Health Measures
It would seem Canada has taken after Australia, in implementing draconian public health policies, that will do little more then to negatively effect the lives of Canadians. Canadians who in many provinces, have already been gravely impacted by the federal and provincial implementation of public health measures, which can go by no other name than medical fascism, in the form of: mask mandates, lock-downs, vaccine-papers to enter certain public venues, and even curfews. Canadians Mental health is at an all time low, and the Canadian economy has taken a massive hit.
These public health measures, which are enabled under the Canada Emergency Act, completely bypass the legislative process, and have made unelected health officials: judge, jury, and executioner… crushing small businesses across the once great country, and intervening in every aspect of Canadians day-to-day lives.

Canada Public Health Mandates Decimate Small Businesses
Small businesses (SMB) in Canada have been utterly decimated by the tyrannical public health measures, with over 40% of small businesses seeing declines of over 70% of their revenue throughout 2020, despite some income to SMB, through the Canada Emergency Response Benefit (CERB).
As of Jan 2022 many provinces throughout Canada, are showing around 70% of business are reporting revenues below normal, with severe staffing shortages and other issues.

Trudeau’s leads the charge in public health mandates
The border vaccine mandate was pushed ahead by Trudeau, who has also championed some of the most draconian public health measures in the world, including: mask mandates, lock-downs, vaccine-papers requirements to enter certain public venues such as gyms or other public facilities, and even curfews.
You can’t say this isn’t what Canadians wanted…Trudeau issued a snap election in late 2021, where Canadians had their chance to voice their opinions at the ballot box. Canadians could have voted for a new Prime Minister, perhaps NDP or Conservative, or took a strong-arm stance by supporting the PPC; who’s platform rejected the idea of medical fascism and draconian public health measures,however Canadians didn’t…Perhaps it was the CERB benefits, fear of the pandemic under new leadership, or simply the ever weakening spine of Canadians, to stand up for what they believe in…we will never know.
I’ve always been a firm believer, that “if you don’t participate in democracy, then you don’t deserve democracy”…If you are too lazy or pacifist, to at least participate in an election, let alone fight for your rights, then perhaps you need to experience first-hand a country without any rights…in order to motivate you to get off your arse and vote for a country that does support your rights.
I am concerned for the well being of children who will have to grow up in a Canada, that is merely a fragment of the Democracy it once was…they are going to have to fight tooth and nail, just to Enjoy basic democratic rights, which their parents so happily relinquished in the name of public health.
USA – Biden Administration Vaccine Mandate Challenged | A Comparison
The US gov’t under the biden administration attempted to mandate vaccines for any companies with over 100 employees, or to submit to weekly testing, this policy was challenged and stalled in the U.S. supreme court.
However Biden has pushed ahead with the “vaccine or test” mandate for more then 80 million workers, effective early January, in face of the ongoing supreme court battle that could eventually reject the mandate as illegal. OSHA has said it won’t issue penalties for non-compliance until Feb 9th; the dealine for businesses to implement the weekly COVID-19 testing alternative for unvaccinated workers.
Canada could take a few tips from the US, as the design of their govt, seems to better enables individual states to have more control over the implementation of public health measures, with some provinces able to reject federal recommendations and instead ease restrictions in the face of increasingly draconian, Federally recommended mandates. Canada doesn’t seem to have as much provincial autonomy, with the federal governments influence allowing it to push draconian public health strategies nation wide.
Reminiscing Ye’ Old Canada
There are many who now reminisce the Canada of old…a once great democratic nation, built on the shoulders of it’s forefathers, through the Bill of Rights, to ensure the fundamental human rights of all Canadians. Melissa Lantsman, conservative transport critic put it bluntly:

I have to agree with that statement, and will add, Public health measures that bypass the legislative process are undemocratic and un-Canadian…The preponderance of evidence does not support public health measures including the effectiveness of vaccines and the danger of COVID-19; especially the Omicron Variant.
The “Golden Ages”, of Canada are long past…a time when politicians didn’t participate in discrimination and segregation of Canadians, and instead respected and upheld the rights of all. Though they weren’t perfect, they were good times, and I’m sure there are many who greatly miss them.
